What You Will Do:

The Senior Policy and Governance Analyst interprets statutes, regulations, and directives to assess organizational policies, governance structures, and operational alignment. This role conducts comprehensive assessments to ensure compliance and readiness for national security requirements.

You will collaborate with stakeholders across multiple divisions to gather policy artifacts, understand functional roles, and synthesize insights that reveal how responsibilities are executed today and how policies and processes should evolve to better support mission outcomes. The work requires strong analytical skills, the ability to translate complex policy language into practical operational implications, and the ability to work with both technical and non‐technical stakeholders.

The Policy Analyst will also contribute to improving the organization’s policy development lifecycle by establishing tools, templates, and processes that make policy creation and coordination more agile, transparent, and efficient. This includes evaluating opportunities to incorporate industry best practices or technology-driven solutions to streamline policy management and compliance.

Core Responsibilities:

  • Inventory and review applicable statutes, regulations, Executive Orders, directives, and policies.
  • Assess alignment between policy requirements, organizational responsibilities, and operational execution.
  • Evaluate governance structures, decision-making authorities, and accountability frameworks.
  • Map organizational structures, workflows, and stakeholder relationships.
  • Conduct stakeholder interviews and document reviews to identify strengths, gaps, and modernization opportunities.
  • Prepare compliance gap analyses and current state assessment reports.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred
  • Bachelor's degree
  • FOUR (4) years of experience in policy analysis, regulatory interpretation, or program evaluation
  • Ability to work at client site in Washington, DC at least 3 days/week

What Would Be Nice To Have:

  • Experience conducting interviews, workshops, and stakeholder engagements.
  • Strong writing and communication skills, with the ability to translate policy language into operational meaning.
  • Comfortable working with both technical and non‐technical stakeholders.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
