HIRING RANGES:
Construction Inspector II: $39.13 - $43.48/hour
Construction Inspector III: $43.02 - $47.80/hour

Construction Inspector II Job Description
Oversees daily work progress on City Public Works construction projects and private development projects. Includes various construction inspection duties, observing materials testing, surveying, and fiscal monitoring to ensure plans, specifications and City ordinances are followed.
ESSENTIAL FUNCTIONS Oversees routine construction projects. Inspects materials and quality of work in progress, enforcing applicable city ordinances and specifications by issuance of memos, verbal warnings, and stop work orders, as necessary. Monitors daily status of field projects which includes the following: directing the City’s and developers’ contractors, coordinating projects with the affected utilities, City departments or other Governmental agencies. Collecting field information, answering citizen inquiries, and responding to service requests. Performs inspections on soils, asphalt, concrete, storm sewer, water lines, sanitary sewers, structures, etc. Reviews, inspects, and enforces erosion control measures on construction sites. Reviews construction plans and specifications for Capital Improvement Projects. Reviews construction plans for public improvements in subdivision and rights-of-way. Inspects private property, streets, and rights-of-way to determine repair or construction needs. Inspects public way work for conformance to city specifications. Evaluates construction sites and rights of way to assess infrastructure needed. Assists and trains other inspection staff in methods of construction inspection including testing, specifications, policies and procedures. Inspects public sidewalks to ensure compliance with snow removal ordinance. Issues warnings and summons for non-compliance. Maintains records of labor, equipment and materials used on City projects utilizing required project forms, job diaries and the computer. Performs detention pond inspections Prepares reports and cost estimates. Evaluates material test results and takes appropriate follow-up actions. Directs the work efforts of one or more temporary, part-time, or seasonal employees assigned to perform inspection duties on projects for which the Construction Inspector has primary responsibility. Must be able to interact with others in a positive manner. Requires regular and prompt attendance. Must maintain and utilize City-provided Personal Protective Equipment (PPE) when conducting activities where the employee is exposed to risks above those encountered in a traditional office setting. If injured on-the-job due to failure to utilize PPE a safety violation can be taken.
IMPORTANT FUNCTIONS Survey roads and construction sites utilizing surveying equipment. Performs water quality testing. Performs other duties as assigned.
ORGANIZATIONAL RELATIONSHIPS Supervision Received Receives general supervision from the Public Works Construction Coordinator. Supervision Given Directs work efforts of variable, part-time or seasonal workers. May train and oversee work of Construction Inspector I.
ESSENTIAL QUALIFICATIONS
Education
High School diploma or equivalent.
Experience
Minimum of three years experience performing construction inspection duties and interpreting, reviewing, and producing construction plans and specifications. One year project management and survey experience required.
Preferred Qualifications Experience in supervision of subordinate construction inspection personnel strongly preferred. Minimum of three years combined experience in construction inspections, surveying, soils and materials testing or related education is preferred.
Licensure/Certification/Registration Valid driver’s license and good driving record required. American Traffic Safety Services Association Certification as a Traffic Control Supervisor. A.C.I. certification as a Concrete Field-Testing Technician -- Grade I. Career ladder promotion requires Proven progression as a Construction Inspector I, with a minimum overall rating of successful at the last review period, based on the City of Lakewood Performance Review and Development System. Ability to train other employees. Ability to work safely and set up safe work zones. Ability to give direction and guidance to other employees. Ability to communicate effectively with other employees and supervisors. Ability to work and be productive without constant supervision. Ability to serve as positive role model to other employees. Ability to maintain a businesslike attitude, placing priority on providing services to Lakewood citizens. Ability and willingness to perform any and all tasks required to complete work projects.
Other Knowledge, Skills and Abilities Prefer knowledge of surveying and materials testing or related education. Ability to take projects from inception to completion with minimal supervision. Ability to handle complex problems with minimal supervision. Ability to interact effectively with coworkers, contractors, developers and citizens. Ability to use proper safety procedures at work sites. Ability to communicate effectively and establish constructive working relationships with City personnel, contractors, members of the public and a diversity of special interest groups. Ability to learn and operate all equipment listed. Experience performing math and trigonometric functions necessary to determine quantities and estimates. Ability to work in enclosed spaces such as storm sewer pipes measuring 48 inches in diameter or greater. Ability to work effectively with deadlines; disagreements with developers, contractors, and citizens; public complaints about construction projects; and enforcing City ordinances. Ability to use a personal computer and keyboard; ability to use spreadsheet software. Post-job offer physical may be required. Criminal background check required.
Construction Inspector III Job Description:

Minimum of seven years experience performing construction inspection duties and interpreting, reviewing, and producing construction plans and specifications. Minimum of 7 years combined experience in construction inspections, surveying soils and materials testing or related education. Project management and survey experience required. Experience in supervision of subordinate construction inspection personnel required. Proven progression in performance as a Construction Inspector II with a minimum rating of Developing or better for first one to two years and a Successful rating for the most recent two years based on the City of Lakewood’s Performance Review and Development system.
Licensure/Certification/Registration Valid driver’s license and good driving record required. A.C.I. certification as a Concrete Construction Inspector. A.C.I. certification as a Concrete Field Testing Technician -- Grade I American Traffic Safety Services Association Certification as a Traffic Control Supervisor. Colorado Asphalt Paving Association Certification as a Lay-Down Technician.
Other Knowledge, Skills and Abilities Ability to take complex projects from inception to completion with minimal supervision. Ability to handle complex problems with minimal supervision. Ability to be proactive, recognize potential problems and offer solutions. Ability to use insight, knowledge and experience to monitor construction activity to help minimize on-site problems.
