The Director of U.S. Therapeutic Area Strategies (TAS) is responsible for devising and implementing comprehensive government affairs strategies that drive therapeutic area specific policy initiatives to remove barriers to access, promote patient safety, and advance policy solutions that support AbbVie’s business objectives. The position will serve as the liaison between the U.S. Government Affairs and senior executive leadership of Allergan Aesthetics, an AbbVie company, who develops, manufacturers, and markets a portfolio of leading aesthetics brands and products. The position will share business developments, risks and opportunities with Government Affairs colleagues and provide legislative intelligence and insights to the business unit. In this capacity, the Director of U.S. TAS will 1) develop and execute on proactive, creative, and comprehensive government affairs strategies to support Allergan Aesthetics priorities, 2) represent Government Affairs on the Allergan Aesthetics Leadership Team, 3) build and sustain advocacy partnerships that help advance Allergan Aesthetics priorities focused on patient safety, and 4) represent Government Affairs and Allergan Aesthetics before policymakers, industry leaders, and third-party organization leadership.
Responsibilities
- Lead the development and execution of comprehensive government affairs strategies that support Allergan Aesthetics’ business and pipeline objectives.
- Represent the Government Affairs organization on the Allergan Aesthetics Leadership Team, provide strategic counsel to senior leadership, and set the therapeutic strategic priorities for the business unit.
- In partnership with Federal Government Affairs (FGA), State Government Affairs (SGA), and International Government Affairs (IGA), brief Allergan Aesthetics senior executives on policy and advocacy updates, with overall responsibility in ensuring business leaders understand the connection between policy initiatives and business impact.
- Develop the strategy for establishing and maintaining policy-focused relationships with third party organizations involved in aesthetics portfolio areas such as facial injectables, body contouring, plastics, and skin care. Represent the company before senior leadership of third-party organizations in the aesthetics industry.
- In partnership with FGA, SGA, and the U.S. Policy & Analytics team, represent Government Affairs as the Allergan Aesthetics expert before U.S. policymakers (e.g., HHS, CMS, Congress, state legislators), and external fora to drive awareness of and advocate for Allergan Aesthetics’ policy priorities.
- Lead Allergan Aesthetics initiative to partner with industry stakeholders towards policy priorities such as patient safety, appropriate promotion of products, and supply chain security.
- Anticipate trends in external environment that may impact Allergan Aesthetics products and services and develop strategies to address opportunities and areas of concern. Provide strategic counsel to Allergan Aesthetics senior leadership while also ensuring alignment with corporate policy positions.
- Collaborate cross-functionally with internal stakeholders to ensure global alignment of strategies, including policy and business issues related to Botox Therapeutic. Partner with International TAS team members to inform and support early brand strategy development and engagement efforts for pipeline products and with International Government Affairs on advocacy strategies, as appropriate.
- Manage consultants and budget to effectively resource public policy advocacy strategies.
- 10 or more years of relevant experience in either the pharmaceutical industry, another health care sector, or in public policy role. Ability to integrate political, policy and government affairs expertise to develop effective strategies and implementation plans. Strong business acumen and knowledge of relevant therapeutic areas and affiliated advocacy community required. Experience in Government or campaigns including designing and leading coalitions required. Familiarity with aesthetics industry and emerging issues preferred.
- Bachelor’s degree in related field such as health care administration, political science, public administration or policy preferred. Advance degree preferred.
- Advanced knowledge and understanding in the core areas of government affairs and policy (Stakeholder and Alliance Development, Government Relations, Political/Campaign experience, Access and Reimbursement Public Policy and Economic Analysis) to maximize colleague contributions.
- Ability to lead and contribute to cross-functional teams. Well-honed political acumen and impeccable integrity while having the executive presence necessary to deal effectively with high-profile stakeholders such as company executives and a variety of external constituencies including governments and leadership of third-party organizations.
- Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong attention to detail, a proven track record of being able to work under deadlines and an ability to work collaboratively in a fluid organizational environment.
- Must have high-level relationships with industry peers, government officials, think tanks and thought leaders to achieve AbbVie’s objectives. Creative, flexible, and entrepreneurial thinker capable of leveraging relationships and facilitating partnerships. Must have experience directly engaging with industry peers, government officials, and other external stakeholders to reach public policy goals.
- Must be an individual who works well in a team environment and enjoys working in a collegial, yet highly demanding culture. Must have experience working directly with senior executive leadership and be able to work collaboratively with business leaders and other internal stakeholders.
- Domestic travel (25 percent) required.
- The compensation range described below is the range of possible base pay compensation that the Company believes in good faith it will pay for this role at the time of this posting based on the job grade for this position. Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range. This range may be modified in the future.
