Full job description

Under direction, the Social Work Supervisor provides supervision to specialized social workers such as Human Service Technicians and Social Work Specialists. They monitor the work of staff engaged in providing various social services to clients in such programs as Adult Services, Family and Children’s Services, and In-Home Supportive Services.

ESSENTIAL DUTIES:

  • Supervise the schedule and work activities of a unit by planning and delegating the work of a unit involved in providing casework, client management, continuing client investigation, transportation, and processing services for programs in Adult Services, Family and Children’s Services, In-Home Supportive Services, and the Homeless Program.
  • Manage the professional development of staff by participating in the selection of unit staff, providing staff training and coaching, and ongoing feedback; ensure performance appraisals are used effectively and timely to develop growth plans and identify opportunities for staff to learn.
  • Ensure staff’s work meets program compliance with applicable policies and procedures by reviewing completed cases, assignments and ongoing referrals, and recommending corrective action when required.
  • Coach staff on emergency calls and crisis situations of appropriate case action and suggesting methods and strategies to resolve problems.
  • Handle regular consultations and unit meetings to share updates and other important information.
  • Attend program meetings, provide updates, and participate in program or policy improvement initiatives.
  • Build collaborative relationships with staff, supervisors, other departments, professionals, and community partners to identify and provide services to clients.
  • Respond to inquiries and referrals from staff, other departments, community organizations, and the general public.
  • Investigate complaints and recommend corrective action as necessary to resolve complaints while maintaining confidentiality.
  • Research opportunities for continuous improvement, stay up-to-date of the latest policies and best practices in social services; share professional literature and training opportunities with staff; and recommend improvements to operations of unit activities.
  • Prepare quantitative and narrative reports for managers and other program stakeholders.

Education: Possession of a baccalaureate degree from an accredited college or university;

AND

Experience: Three (3) years (6,000 hours) of verifiable social casework or employment services experience with a public or private agency/organization.

Substitution:

Experience Substitution: Possession of a Master’s degree in Social Work or Counseling may substitute for one year of experience.

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.

SELECTION PROCEDURES

SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: 100%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure applicants’ relative knowledge, skills and abilities in job-related areas, identified as critical for successful performance. These may include but are not limited to: supervisory knowledge, problem solving, critical thinking, interpersonal skills, and case management ability.

Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the eligible list for positions in this job Class.

This is a standardized examination and therefore, in accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers of this examination.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.

Terms of Announcement and Appeal Rights

The terms of this announcement may be appealed under Civil Service Rule 110.4. Such appeals must be submitted in writing to the Department of Human Resources, 1 S Van Ness Avenue, 4th Floor, San Francisco, CA 94103-5413 by close of business on the 5th business day following the issuance date of this examination announcement.
